Right now it is not possible to create a new project by clicking in the package
explorer if a working set is selected.

Even if a project is selected the new project will have no default working set.

The desired behaviour would be:
1. possibility to create a project anywhere in the package explorer
2. if a "working set" is selected the created project should be part of it

Are you talking about using working sets from the Package Explorer?
