The Fix Copyrights tool adds copyright statements to files that don't have 
one.  However, it always sets the copyright year to be 2005.  This is 
obviously wrong if the file was created in, say, Dec. 2004.  The tool should 
look at the file's CVS log to determine the year of origin.  This shouldn't be 
too difficult to do since it's already looking at the CVS log to determine 
when the file was last changed.

If it is really going to work correctly, it should ignore the CVS commits 
required by the tool's changes. Perhaps copyright changes should be committed 
to CVS with a comment containing "copyright".  The year should be updated to 
the most recent non-"copyright" CVS commit.

This has been implemented long time ago.
