The OperationHistoryActionHandler currently catches and logs its own 
exceptions.  It should be using Platform.run(ISafeRunnable) to accomplish this 
so that standard platform logging is used.

The OperationHistoryActionHandler creates and runs the action using a specialized progress dialog.  The exception handler has also been modified to use the new status handling code in the workbench.  So there's no compelling reason anymore to reorganize this code.
