From bug 89078:
Users are going to expect rename in file to be a quick fix.

It is not currently clear if the quick fix support will be pushed down in time
for 3.1 or not. If not likely this will be deferred.

Deferred due to time and no forthcoming framework support for 3.1

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
