Currently the link to the content types editor page lives in Workbench despite
the target living in IDE.  This should be resolved for 3.1

Fix in head.  I've moved the content type page to workbench - it's no more
specific to resources than the file association page is.

Is it exposed in the ExtensionFactory?  It probably should be to allow RCP apps
to include it without referring to internals, but this will require an API
exemption.
