When people are adding plugins to the target platform it often happens that 
some of the new things are missing prerequisites and so do not resovle.  

1) The first challenge is to figure out that when the target was loaded, there 
are some plugins that did not resolve. There are no clues inthe UI that 
something is amiss.

2) If you suspect that something has gone wrong, you have to have to scour 
though the target plugin list to figure out which plugins are not resolved.

3) Then, you have to somehow figure out what is missing.

Suggestions

1) show a warning somewhere on the target platform page that indicates there 
are N unresolved plugins (N is important since the number might change)

2) Consider a checky box on the target page to show unresolved.  Unresolved 
plugins would have a differnt image (with a red X overlay) and perhaps have 
their names in <> or some such.  Perhaps even a column so users can sort all of 
them together.  another possibility here is to have another button to "Select 
Unresolved".  This helps people find them more easily.

3) The state has diagnostic clues in it.  when the user clicks on an unresolved 
plugin they could get a hover help that tells them what's going on

User feedback from people doing RCP work is that managing plugin lists (in the 
target and elsewhere) is high on the frustration list.
