When you have overlapping views, the text in the view tabs may be drawn in the 
wrong language.

This was found during TVT testing of our application, but can be duplicated 
using Eclipse. 

To reproduce, open Eclipse in English to the Java perspective, with 
the "Package Explorer" and "Hierarchy" views occupying the same area on the 
left.  Exit Eclipse, and restart in another language, such as Spanish. Observe 
that the titles are "Explorador de paquetes" and "Hierarchy".  Click 
on "Hierarchy" and it correctly redraws as "Jerarquía".  Switch back to 
English and a similar problem occurs.

The problem was reported to us as occurring on Traditional Chinese.  I suspect 
that the tester never ran in English, but still the English string was used 
initially.
