I think this is just the way Windows XP is but Grant, can you please have another look at this. Maybe Christophe has some ideas about it too since he has looked at the Windows XP theme stuff quite a bit. MSDN says:
"TCS_BOTTOM
Version 4.70. Tabs appear at the bottom of the control. [...]
This style is not supported if you use ComCtl32.dll version 6."
can you fix this in 3.2? I don't think this is likely for 3.2.x since it's not a crash or major functional defect. I've taken another look, but I still don't see a "supported" way to do this. I think the only thing that could be done would be to not honour the SWT.BOTTOM style on win32, so that these tabs would draw at the top but would be visually correct. This is a one-off bulk update. (The last one in the triage migration).
