When running the Logging Examples test cases, a readme file will be diplayed 
automatically in web browser (e.g. IE) for each test case. But if the user's 
default browser is not IE, for example, the default browser is Firefox, then no 
readme will be displayed.

This defect is a workbench configuration limitation and should be cited in the 
Hyades 3.3 and TPTP 4.0 readme files (edit as required):

"When creating an example (File > New > Example...), the readme.html file is 
not opened in the default web browser after the example is created.  If so, 
associated the set the default web browser in the File Association preferences 
to HTML resources (Window > Preferences > Workbench > File Associations > File 
Types > Add... > *.html > OK > Associated editors > Add... > <default web 
browser executable> > OK > > OK)."

Now that we have a "3.3" Version in bugzilla, updating bugzillas targeted to 3.3
or a 3.3 iteration so that their Version matches their Target. "future",
"unspecified", "4.0", and "4.1" Versions will not be updated.

Added to 3.3 readme. 4.0 readme doesn't exist yet, but will be a copy of the 
3.3 readme (initially), so this entry will be copied over.
