When the Colours and Fonts Preference page is first opened the scrollbars on the
description text box are enabled, eventhough there is nothing visible in the
field.  If you select an entry in the list that doesn't have a description the
scrollbars disable.

The problem is that the initial value of the text field is two EOL characters
not an empty string.  This is being done to lay out the text field correctly
when it opens.  Couldn't a height hint be used instead?

retested in Build id: I20090430-2300 and the problem no longer exists
