When I select a service under the Web Services -> Services folder in the J2EE 
Project Explorer or select the WSDL file, the "Publish WSDL file" context menu 
is not available.  This fix needs to be ported.

This is a valid bug, definitely should be able to publish from the j2ee view. Im not sure why this was not ported. I dont forsee this being a huge effort to fix. 

The publish wizard needs to be connected to the wsdl artifact in the j2ee view.

I have added the object extension points to the creation plugin. The J2EE view now shows the Publish wsdl as a pop up on service artificats.
