When the workbench window is maximized with double-click on the titlebar and 
the views are added with the showTitle parameter true, the views are not 
layouted, their sizes remains the same.

I assume you're talking about standalone views.
Does this always happen, e.g. when "clear workspace data" is checked?

Yes, I'm talking about standalone views and it happens when "clear workspace 
data" is checked too.
