Reproduce scenario:
1. Open help window by Help->Help Contents on the workbench
 -> At this time, you can use help.
2. Select File-> Import and then the new pop-up window is opened.
 -> You can not use Help window until you close the pop-up window.

This problem does not occur on the eclipse v2.1.3

2.1.x used another process for help browser.  Since 3.0 it it in the same 
process as the workbench, and bug 67543 exists.
