The overview ruler does not appear in my workspace. This was workspace a 3.0
workspace that I opened with 3.1 M4. I see in the 3.1 notes here...

...that the "Show overview ruler" preference has been removed from 3.1 (I assume
it is always on). If I open the workspace with 3.0 the "Show overview ruler"
preference is checked and shows properly.

This has been fixed. Either wait for M5 or try I20050215-0800.
