Patch for 85308
The problem here was that the content provider was using the inital value not the override. In 3 cases we want to always use a system value: 1) Blocked Jobs Dialog (only uses debug when the options are set) 2) User dialog (as above) 3) Progress bar at the bottom (never shows system) The progress viewer needs to roll with the preference and was using the same code path as the other 3.
