Question mark icon is reversed on Help Content menu item

How to reproduce:
1. Launch Eclipse3.1M4 with "-dir rtl" command line option
2. Click "Help" main menu item.
3. Question mark icon is reversed on "Help Content" menu item

Problem:
Question mark icon should not be reversed on "Help Content" menu item.
Actually not only Question icon, all the icons on Workbench are flipped if it 
is RTL mode (-dir rtl).
