Basicaly Perspective Bar (on top, on left etc) need posibility to arange icons 
in user order, not like in 2.0 - Last openeded, last in list or like in 3.0 last 
opened, first in list. This should be user specified - drag and drop order 
change

This feature is implemented in Eclipse Mars.
