Creating a Java Project opens the packages view in the Java Perspective and 
selects the new project but you do not have focus in the packages view.

This is the correct behaviour, the focus should not change automatically.
This is also consistent with the navigator behaviour.

Some action part should get focus when a new perspective is opened.
With the new perspectives story, the same view might even still be visible, so 
it should remain active.
This is a general UI issue, JDT should not do any special handling.
Reopening and moving to UI.

The above should read "Some part should get focus...".

This is an accessibility issue because keyboard users have to take an extra 
step to give a part focus.
