Move org.eclipse.hyades.logging.core/doc* JavaDoc API documentation to a 
org.eclipse.hyades.logging.core.doc plugin.

This would require creating an org.eclipse.hyades.logging.core.doc plugin to 
house the following directories that are shipped with the 
org.eclipse.hyades.logging.core plugin:

doc.events
doc.cbe101

After this defect is complete, change link (http://www.eclipse.org/hyades/ >> 
Documents >> Canonical Situation Data Format: The Common Base Event v1.0.1
 >> javadocs) on Hyades site for Common Base Event JavaDoc API documentation to 
the new org.eclipse.hyades.logging.core.doc plugin.

Can I move this to 4.0i1 since we are doing restructuring in this release rather
than making changes in 3.3?
