Starting with

File->New->Project

Which brings up the New Project dialog, from which we select:

Wizards->CVS->Checkout Projects from CVS

and click on

Next>

Which brings up the Checkout from CVS dialog.  There is no way (as far as I can
tell) to indicate a local repository, only :extssh:, :ext:, and :pserver:.  As
my repository is /home/cvsroot, I'd rather not muck around with :ext{,ssh}:,
much less :pserver:.

Eclipse does not support local connections so you will either need to use 
extssh or pserver.
