I generally release code in batches that would require the same commit comment 
(not all released on the same commit).

Would it be possible to set the commit comment to be the last commit comment 
used? 
Or could be a preference tied to whether empty commit comments are allowed?

I seem to recall that we used to do this. Must of been purged when we
implemented the template (e.g. CVS server templates). Valid request though.
