The only problem with us always putting apply there is that people are expecting it not to be there if they set noDefaultOrApply to true. There are no plans to implement this change. We need this to fix bug 121057. Submitted patch https://bugs.eclipse.org/bugs/attachment.cgi?id=249458 from bug 121057 with http://git.eclipse.org/c/platform/eclipse.platform.ui.git/commit/?id=2b448c6ccc32375146ebedce110bdc46655b4ba4 I don't think this is fixed, I see several preference pages without "Apply", see for example "Execution Environment". Or is this bug only about the option to activate the Apply button independent from the Default button?
