Wasn't sure whether this should be another comment in bug 43506 - if so please
close as duplicate.

The Keys pref page should allow to view all key bindings, currently it only
shows the ones with an assigned key sequence. This is especially a problem for
new users that look for a command which has no key binding yet. Finding it on
the Modify page requires the user to search in the various categories.

I think it's better to just add comments to Bug 43506.
