Instrument the Data Collection Engine with native Common Base Events. 

The new org.eclipse.hyades.logging.native native Common Base Event 
implementation should be used for logging in the Data Collection Engine for 
increased PD capabilities (e.g. viewing, filtering, sorting, analysis, 
correlation).  This includes:

-Mapping the existing log messages to Common Base Events.
-Providing a log API to log Common Base Event structures.
-Reviewing the existing log statements.
