1) if I choose the workspace I am already using it should not restart
2) it should by default choose the most recent workspace other than the one I am
using

This is similar to bug 67029.

Changes were made to make Switch Workspace more convenient in 3.3M3 by introducing a submenu of workspaces, excluding the current workspace.  Perhaps a 'Restart Workbench' item should be added as well if a user wishes to restart the current workbench, e.g. after updating/installing a plugin.

BTW you get this behaviour by switching the workspace and not selecting a new one

There are currently no plans to work on this although we would be happy to review a patch

A "Restart" item has been added to 3.4 + there is the submenu 'eclipsebugs' described (the one with most recent workspaces)

IMHO this bug should be closed ...
