When launching eclipse, the user cannot give focus to the workspace selection 
dialog by pressing ALT+TAB. As a result, you must use the mouse to startup the 
default(or any) workspace.

Don't know if its the same, but when a CVS commit dialog is open and I switch
away from Eclipse, I cannot switch back, because its icon is not shown in the
Windows task switcher.

That's correct.  The workspace launcher is not a top level shell, hence it does
not appear in the Alt+Tab list.  

It should however have focus when it appears, which would allow you to use the
keyboard in this case.

What if the user receives an instant message while opening Eclipse that makes 
itself active. Or, if the user want to switch to another program to find or 
create a folder for the workspace.

Why not just make it a top level shell?

There are pro's and con's to each actually so just making it top level is not
what we want.

I don't have time this minute but will go gather some more history on this for you.

The short summary is that the workspace launcher is opened with an always on top
style where supported to cause it to be on the top of all other shells and not
get lost.

It is now possible to ALT+TAB to the Eclipse program, however, keyboard focus 
is placed on the splash image and not the workspace prompt.

This is clearly an accessibility concern and a real bug. Why is it marked as 
WONTFIX?
