In 3.0 and before, the fully qualified name of the extension-point is derived
from the symbolic name of the bundle containing the plugin.xml.
For example:
 the fully qualified name of the extension-point applications in runtime is
"org.eclipse.core.runtime.applications".

For reasons such as : ease of component refactoring, or replaceability of
implementation of the extension point handler, it could be good to decouple the
extension-point from the namespace and let extension point define their fully
qualified name.

Yes, this has been done in Eclipse 3.2
