Using fresh 3.1 M3 and loading Debug (Platform and JDT) from CVS results in an
errors for the plugin.xml:
  Element 'test' is not legal as a child of element 'enablement'

Until this is fixed you could provide alternate PDE compiler settings for your
projects that set the "Illegal elements" problem severity to "Warning".

I hate to put in a workaround to "hide" a bug (bug 77021). It means we won't 
see the real errors, and it puts a lower priority on fixing the real problem. 
I believe the source of the problem should be fixed. Marking as a dup.

Darin, I agree in general but this is a pain for us having Debug in source: we
see errors in the Package Explorer and either have to live with it or every
single developer has to manually adjust the settings to get rid of it.

Please ignore if you plan to fix the bug in the next days.

(I agree it's a pain, bug I also feel strongly that the original problem 
should be fixed). Doug, do you know when bug 77021 will be fixed?
