3.1M3 test build, happens on solaris, aix and hpux

- launch the File Manager that sits on the desktop
- try to drag a file from there to a valid location in the eclipse Navigator 
view, and it will not be taken

- alternative scenario: run the drag-and-drop example, set it to accept drops 
of type File, and try to drag a file from the File Manager to the example; it 
will not be taken here either

We are currently supporting text/uri-list.

There are various file tools in CDE.  The FileManager supports FILE_NAME, 
HOST_NAME, _DT_NETFILE and the Find File tool supports a bunch of text 
transfer types.

Need to investigate the FILE_NAME type.  It is not as straight foward as 
asking for FILE_NAME and getting FILE_NAME because when I asked for FILE_NAME, 
I got HOST_NAME and _DT_NETFILE back.

Solaris, AIX and HP-UX are no longer supported environments.
