- Window > Show View > Other... > Java > Package Explorer
- Window > Show View > Other...

The selected item should be Package Explorer, but is not.

It seems to be remembering stale state, so if it does work for Package Explorer,
try some other view.

It wasn't remembering stale state, it was remembering no selection state.
Due to how Tree works on Windows, it was selecting the top item (after scrolling
to the bottom).
It now saves the last selected view.
