Expose the reason field in the manual test client.

When a the verdict of a manual test case execution is either fail or 
inconclusive, the reason for a failed or inconclusive test case execution is 
necessary to interpret the execution result.  As such, the reason field should 
be exposed in the manual test client (e.g. under the verdict field) to allow 
users to specify a reason for a failed or inconclusive test case execution.

Now that we have a "3.3" Version in bugzilla, updating bugzillas targeted to 3.3
or a 3.3 iteration so that their Version matches their Target. "future",
"unspecified", "4.0", and "4.1" Versions will not be updated.
