I would like to be able to make a tab folder with multiple rows.  This is not 
in the style of the native tab folder on Windows XP, but in the style of the 
Swing tab folder. 
 
Basically, all tabs in the folder will be visible and they will not be 
truncated.  When space runs out on one row, a new row is started.  The tabs 
should still maintain their usual decoration (icon, text, close button).  The 
chevron will never appear. 
 
When switching tabs, the order of the tabs does not change.  The tabs stay in 
the exact same order, but one is drawn with a selection border. 
 
Ideally, I would like to be able to provide this as an option for editors in 
Eclipse for 3.1.

Heh, but this bug has a funky image attached.  :)  Would it be okay to leave 
the multi-row option on this bug, and change Bug 58945 to cover just the 
left/right vertical tab option? 
 
Bug 58945 seems to cover two related but separate issues.
