Java > Debug > Step Filtering preference is set but it does not work. Reason Use
Step Filter in Debug view is disabled per default.

I experienced this long time ago and saw others having this problem at the
Eclipse Code Clinic this week again.

The preference should be linked with the Debug view so that users immediately
see this on the preference page and can enable it there.
