It is currently not possible to set a warning on the preferences page. We 
should do everything the same as errors but show the warning icon.

When this is done the ResourceEncodingFieldEditor should take advantage of it.

There are currently no plans to work on this feature

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
