Define a perspective that has a stand alone view along the bottom, as follows:

public void defineLayout(IPageLayout layout) {
  layout.addStandaloneView("view.id", false, IPageLayout.BOTTOM, 0.95f,
layout.getEditorArea());
}
 
The stand alone view is defined to have no title bar and when the
perspective comes up it indeed has no title bar. However, there seems to
be a very small area between the top of the view and the editor area above
it that if you click and drag the mouse upward a title bar will appear. Also, 
if you right click on this area you'll get a pop-up menu that allows you close 
the view.

As a workaround for the Close action becoming visible, you can mark the view as
being non-closeable.  In the IPerspectiveFactory, do:
layout.getViewLayout(viewId).setCloseable(false);

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
