It would be helpful if a (resource) working set can be created in the new
project wizard. The first thing I find myself doing after creating a new
project is adding a working set for the project because it is natural to want to
work within the confines of a single project for tasks like searching. The
working set would take on the same name as the project.

If you have a suggested implementation (likely another page for use at the end
of a wizard) please attach it here.

I would say that a fieldset named "Working Set" should be added at the bottom of
the very first screen. It would layout something like (for a project named
"Sample"):

+--- Working Set --------------------------------+
| x Create a Working Set for this project |
| o Working Set Name: | Sample | |
+------------------------------------------------+

The second option would be greyed out and synchroized with the project name, but
clicking on the button will allow you to change the name of the working set from
the project name (in this case "Sample") to a custom name.

Similar to bug 15941.
