In eclipse 2, when there were incoming changes it would indicate the username of
the person who check in the code.  In eclipse 3 this option is unavailable.

It has been added in 3.1. To get it is 3.0, you can link the CVS history view 
to the active editor. Then you will see the complete history when comparing a 
file. You may also be interested in the Commit set layout in the CVS sync view 
which shows incoming changes grouped by comment (and include the author in the 
comment title). You can swithc layouts in the view menu.
