This option only shows when you have selected a module under Versions in the CVS
Repositories window.

It should show when HEAD or Branches or Versions is selected, not just a subitem
of 'Versions.'

Took me 1/2 hour to figure out where i had seen the menu.  it should definitely
be present under both Branches and Versions as its name implies.

It shows when i select a module under Versions or a module under HEAD.  I don't currently have any branches so I cant check that.  But this is enough for me.

Tested in 3.2.2.
