When reordering members in the outline view, I find it confusing that the
dragged member S must be dropped on top of another member T in order to be
placed *below* T.  

Ideally, when a member S is dragged, the tree view should display a separator
line between the two members where S is going to be inserted. This would give a
clear indication where S will be moved to.

If for some reasons this is not possible, I suggest to change the behavior of
the current implementation such that when I drag S over T, S takes T's position
and the rest of the list, including T, is moved down one position. At least then
S is actually moved to the position where it was dragged to.

The you can use DnD for reorder is currently a nice side effect. It wasn't 
designed as a reordering function. But the line request makes sense there as 
well.
