From bug 55804, we should replace the "perspective based" launch shortcuts 
with context sensitive lanuch shortcuts. "Run/Debug/Profile As >" menus will 
no longer exist. This will also fix/mute bug 70664.

I have released this to HEAD with a "work in progress" preference to turn it 
on/off. This will give PDE a chance to migrate to contextual launch. 
Currently, the Runtime workbench does not support contextual launch.

Fixed. Changes in AbstractLaunchToolbarAction, LaunchShortcutsAction (added), 
LaunchAsAction, and plug-in XML.
