Steps:
- Open "Open Type" Dialog
- Open "BasicNewFileResourceWizard"

-> Imports can't be folded
-> Imports and package decl are not shown in the outline view

- Open a source file in your workspace

-> Imports can be folded, outline view is correct.

Imports and package declaration are not part of the class file / Java Model and
because Outline and folding are constructed form the model they don't handle
imports.

The Outline problem is covered/explained in bug 42097. Adapting summary.

There are no plans to parse the source in UI land. JDT Core knows and provides
the source and hence could also provide the information when asked.

Might be marked as duplicate of bug 42097.
