For F1 infopops opened from wizards or other dialogs, links to Help topics 
open in the default system browser, rather than the Eclipse Help window. For 
F1 infopops opened from editors, or other IDE UI it seems, the help links open 
correctly in the Eclipse Help window.

Unfortunately, it is working as designed.  This behavior to open external 
browser was especially developed to workaround problem described in bug 
67543.  When modal window is up, it is known that embedded help would not work 
(allow for user interaction), so help launches external browser then.

Marking as wontfix.  We'll keep this behavior until 67543 is there.  You can 
CC yourself to that bug.
