We wish to add a plugin to configure properties for the electric fence library.
electric fence uses switches (implemented via environment variables) to control 
its flow. We want to add a feature that will enhance the makefile with the 
capabilty of taking these into account.

Could you also attach your plan to the enhancement request, so developers 
thinking about the build systems can evaluate it and give you feedback? Thanks.

If this plan is being put into motion, hopefully the person who reported this 
will fill in some details. If we don't hear from them in the 3.0 timeframe, I 
suggest we close this bugzilla entry.
