When adding a new perspective, its button is inserted at the beginning of the
perspective toolbar instead of at the end as the 2.x release did.

If one likes to have their perspectives in a certain order on the toolbar, this
is counter-intuitive since one has to choose the perspectives in the reverse
order they'd like them to be displayed.

Better yet, allowing the buttons on the perspective toolbar to be reordered at
any time would go one step further--optimally with drag and drop but a "move
up/down" dialog would be fine too.

Drag and drop for perspective buttons is now in HEAD (bug 71025).  Perspective
buttons are added to the front since if you have many perspectives open (or are
using "show text") they would otherwise often end up in the chevron menu rather
than being visible.

I think this is fixed. The newly added perspectives are added to the end and are not hidden in the chevron menu because there is no chevron menu anymore.
