The Next Annotation/Previous Annotation actions are an uncredibly useful feature
of the Java editor and it would be nice to have it in all of the other text
editors as well.  For the initial IBM contributions to the WTP, we took the Java
Editor's implementation and reworked it to operate solely off of public APIs. 
I'll attach the source here in the hopes it will be added to the Text Editor and
made available for use elsewhere.

The ground work has already been done i.e. the command is defined below JDT UI.
The goal is that we not only fix bug 47060 but eventually retarget the command
in other views in order to fix bug 13300.

obsoleted, since it's better to just copy
org.eclipse.wst.sse.ui.GotoAnnotationAction since it's already EPL and contains
a fix or two over this revision.

our 3.1 plan (probably M6).

Certainly.  The bug fixed had to do with surfacing the Tasks view even when
navigating through Search results.
