For "sloppy mousers", it is very easy to try and scroll a tree-view perspective
(like the Package Explorer or Navigator), miss the scroll bar, and instead
accidentally drag-and-drop a folder, moving it. There is no way to undo this
action, and there is no obvious way to look at the UI and identify what has just
been done.

Minimally, there should be a confirmation dialogue associated with altering the
file system structure. Ideally, this confirmation dialogue could be configured
to be disabled for people who don't make this kind of mis-mouse.

I think this is really better handled with undo.
Marking as a duplicate of bug #23172, which is being investigated for 3.2.
