It's really easy to be a bad person and checkin without typing a commit message.
 It would be nice if there could be an option that would require me to enter a
non-empty (and maybe > some minimum length) commit message to keep me honest.

I would suggest a "Are you sure you don't want a commit comment" dialog with a
"remember my decision" button.
