Workspace Launcher Dialog appears on the top of other applications in the 
Desktop. I attempted to switch the focus from Eclipse to another application, 
but the Workspace Launcher Dialog stayed on the top of that application by 
covering its workbench.

My point of view is it is OK for Eclipse (i.e. Workspace Launcher Dialog) to 
block itself until the path to its workspace is given. However, affecting 
functionality of other application during its execution is not ethically 
correct.

You may complete the following steps to reproduce this scenario:
1. Start up Eclipse for the first time or delete the workspace and the 
contents of configurations folder except “config.ini” file in an existing 
Eclipse build and then launch its workbench.
Workspace Launcher Dialog is displayed requesting you to specify the path to 
the workspace.
2. Open another application. The new application is launched. Workspace 
Launcher Dialog appears on the top of that application by covering its 
workbench.

See also bug 55020 for some background on why this decision was originally made. 
  Briefly, the problem was that the prompt would sometimes open behind the 
splash.  The plan is to get rid of the "always on top" behaviour, tear down the 
splash sooner, and put up a progress monitor during startup.
