If I try and get a file that contains a "#" in it, the webdav team provider
chokes.  I'm using a stock apache 2.0.49 with its included mod_dav as the backend.

For example, eclipse CVS team provider occasionally leaves ".#FileName.java.1.4"
files lying around, so if I setup eclipse to use webdav to import one of those
folders, it chokes SILENTLY and it looks like there is nothing on the remote
side.  The only time I get an error if if I expand that folder before choosing
it for import.

So two errors to be fixed here - fix the url encoding and better error reporting.
