It should be possible to create a patch file without using CVS/VCM.
The Compare plugin could provide this functionality as a 'side effect'
of any compare operation.
In addition Java Compare could generate smart patches because it 
understands the structure of Java source and knows method boundaries.

A patch against a time in local history would be cool too - or even a patch when
two resources are select in the navigator.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
